| Abstract | In order to improve public bus services, it is important to evaluate the performance of bus
services in Ho Chi Minh (HCM). Deficiency of bus services and user characteristics are
the most important indicators for evaluating the quality of performance of bus services.
This study attempted to examine the existing bus operations and their services providers
and general characteristics of bus system in HCM. Beside, bus user characteristics were
also investigated from both user and non-user on their desired and perceptions toward the
bus service by using questionnaire surveys. In Ho Chi Minh, there are many types of
providing services. Due to limited budget and time, three major routes were selected
namely: Route No. 1, No. 3, and No. 8, to illustrate the assessment of bus operational
characteristics at the route-level. The analyses of bus operations: travel time and travel
speed, average headway, layover time, waiting time of passenger, passenger boarding &
alighting and performance indicator were conducted and compared among these selected
bus routes and applied to determine the operational shortage and its causes in the three bus
routes.
Major findings can be summarized in 3 levels: system level, user level and route level. At
the system – level, it was found that all kinds of bus service including private or
government management are in shortage, poor service, crowded, not good behavior by
staff and little having regular in services. Almost all bus passengers agreed that the bus
lane and restricted area significantly reduce the travel time and should be implemented on
many other roads in HCM. To decrease disagreements in travel time, bus priority and
separate bus lanes should be provided. The second level, bus users characteristics showed
that all passengers of bus services were dominated by laborer. Majority of passengers have
low income. Most of the HCM commuters did not complain about bus fare. However,
most of passenger evaluated that bus service was fair and poor. The third level, the
operation analysis was applied within the three selected bus routes in HCM were analyzed
to identify their operational deficiencies, which implied the irregularity in headways even
at the bus stops and terminals. Lack of control and proper bus scheduling regarding bus
hourly frequencies at all terminals caused uncertainty in passenger waiting time. In
addition, only a few minutes of layover time at terminals were found for all routes,
meaning that no resting time for bus crews which impact to safety aspects due to fatigue
and tired of bus crews.
Nevertheless, the study illustrate an example to assess bus operational characteristics in Ho
Chi Minh, Vietnam. The method used in this study can be applied to other cities. It is
practicability and maneuverability to apply this model to regulate and assess bus routes in
other cities of developing country. |
