| Abstract | Vietnam National Coal and Mineral Industries Holding Corporation Ltd (Vinacomin) is one
of three largest state owned economic group in Vietnam, a dominant in the Vietnamese coal
industry. However since 2012, Vinacomin has started facing the challenge of improving
internal business processes and its productivity, due to issues arising from both global and
local economic crisis. IT is important to Vinacomin’s core business areas, but it was not
significantly considered. Therefore, developing an IT strategy, which shall build the roadmap
to a standardized environment for IT development, is a necessary work.
This research aims to develop an IT strategy and necessary steps of implementing it at
Vinacomin, so Vinacomin’s objective “Sustainable development and improve the
competitiveness by using IT” can be achieved. In this research, both of quantitative and
qualitative approaches were used with data/ information obtained from internal reports and
official decisions, as well as, from in-depth interviews with Vinacomin executives and
business unit managers. The research was using results of the Vietnam ICT Index 2011
Report, which was collaboratively conducted by Vietnam Association of Information
Processing (VAIP) and Vinacomin’s IT Department. Based on the 5-step model for
developing technology strategy, as recommended by Badir (2012), the research has developed
an IT strategy and necessary steps to implement at Vinacomin.
Based on various analyses, this research identified the important role of IT in an enterprise,
specifically Vinacomin. In this research, the concepts of core IT systems and specific IT
systems are defined, so, accountability, responsibility, right and role of IT departments at the
corporate level and subsidiaries’ level are clearly defined. With this structured model,
Vinacomin could prioritize and focus its limited resources on developing IT, in order to
accomplish goals in 2015 and outlook to 2020.
