| Abstract | The opening of competition in the electricity sector in Vietnam requires the restructuring
of existing EVN, the state-owned integrated electricity utility in Vietnam. The electricity
market development will develop through three phases: Single Buyer generation
competitive electricity market, Wholesale competitive electricity market, and Retail
competitive electricity market. Vertical separation of generation, transmission grid, and
distribution, as well as the horizontal separation of generation, transmission owner (TO),
System Operator (SO) and Market Operator (MO) are very important reform issues.
Currently, the National Load Dispatch Center (NLDC), a dependent unit within EVN,
takes the role of both SO and MO in Trial internal electricity market in Vietnam. The
analyses are carried out to find the appropriate position of NLDC in different phase of
electricity market development in Vietnam. The different combinations of SO, MO and TO
are discussed in the context of current Vietnamese electricity industry to conclude that
NLDC will still be responsible for both roles of SO and MO and separated from TO.
NLDC is recommended to be under EVN and functional independent from TO in the
Single Buyer market. NLDC will be independent and has an ownership separate from the
TO when moving to the Wholesale and Retail electricity market |
