| Abstract | Many countries opened or be developing competitive power market to attract investment in
electricity sectors and increase competition to improve efficiency and obtain reasonable
prices – the level of competition in the power market increasing gradually to strengthen
incentives for efficiency. The competitive power market is operated according to basic
principles with many complex trading activities between market participants. Government
needs to issues many rule to regulate activities of market participants to ensure that
competitive power market will operate with transparency and fairness. The research will
show major step and general market design to develop competitive power market for each
phase in the future.
Vietnam needs to have reasonable steps to move competitive power market from monopoly
power market. This mean that competition will gradually opened in electricity generation
sector, wholesale sector and retail sector. Competitive power market of Vietnam will start
from electricity generation sector with the competition between generators. In the first
phase of competitive power market, Vietnam may be fact to difficult issues such as lack of
experience in management and lack of legal document that relate competitive power
market. This may be lead to the distortion of competitive power market due to the
generator’s activities, especially in low capacity reserve such as current situation power
system. The research show main principles for operating competitive generation power
market and activities of market participants.
Base on understanding about overview of competitive power market and main principles
for operating competitive generation power market, the research proposes mechanism for
regulating activities of the generators to avoid cornering competitive generation power
market. |
