| Abstract | Under the current energy-economy development of almost countries over the world, the
given solution should be harmonized in a way to solve the relation of 3 issues as 3 Es
including Economy, Energy, Environment, which is considered as utmost objective.
Natural gas is besing seen as a morden souces/fuel with superiority regarding aspects of
environment, economic effectiveness and stable source of supply. In Vietnam, natural gas
supply and utilization has been experienced over 27 years and its market is more and more
expanded and developed. However, this market is mainly concentrated in the South of the
country, where the industry of gas treatment, transportation and distribution is formulated.
The gas market in the North is potential, yet until now there has been natural gas exploited
in Tien Hai (Thai Binh province) mine and utilized in Tien Hai industrial zone with a small
quantity.
Presently the need of gas for the Tien Hai industrial zone is more and more high
meanwhile the source of gas supply from the existing mines in the area is reducing
drastically, it is forcasted that there will be a very little quantity of gas remained in Tien
Hai mine by 2012. This will lead to the unbalance of need and supply of gas for the Tien
Hai industrial zone in particular and in Thai Binh area in general. With the discovery of
new gas fileds bocks 102, 106, 103, 107... offshore Thai Binh province, the oil and gas
companies confront with the Petroleum Law amended in 2000 - to exploit oil they are not
allowed to burn gas and the exploitation of oil must be started after a period of 05 years
commercial discoveries and annoucements. Should the gas users in Tien Hai and Thai Binh
wait? Should the oil and gas companies invest immediately? The total investment for
exploiting offshore gas, its transportation and operating costs are extremly high, which
needs consideration of conditions, volume, gas composition...in the different fields.
There is a need for balancing supply and demand of gas in the short term and long-term
and calculate the economic effectiveness of total investment in the collection and
transportation of gas from different offshore fields for industrial zones in the Thai Binh as
well as other provinces in the Red River Delta area. So this study is made with an attempt
to look in to the whole picture and almost aspects relating to natural gas suppliers, users,
techniques as well as concerned authorities to ensure the best, optimal solution is chosen to
satisfy benifits of involved partners, technical requirements and economic effectiveness. |
