| Abstract | Based on annual production demand, material procurement plan by the Joint venture
Vietsovpetro (VSP) Council’s approval, pursuant to orders by the members of the VSP
units, VSP has handled about 800 orders and make a new more than 1500 contracts, but
also to monitor the transition from the previous year contracts. Goods that VSP purchased
annually are diverse and mainly to serve production needs in the search for oil and gas
exploration and exploitation, so the timely delivery of goods to ensure production for VSP
requires both human and material resources, in addition to the applicable regulations of the
government in bidding managing so that reaching the three most important goals are
"competition, fairness and transparency." Because each year VSP’s goods demand is huge,
so if applying only in term of regulations of the government in bidding managing, the
results cannot meet the strict and timely, so VSP has always actively promulgated
additional regulations, directives or decisions of the General Director of to concretize the
government’ regulations to match and optimize the access to goods is the fastest, most
competitive and best quality.
Since 2003, VSP has issued internally a completed set of regulation to guide the
procurement process in VSP and has been continuous improvement two years in 2005,
2007 and 2009 to match the actual situation more to ensure the supply of goods in VSP is
always smoothly. In particular, the regulation on procurement processes issued in 2009 has
created a new breakthrough in performance order fulfillment, procurement plan until the
contract settlement. If before 2009, the good orders completed only at 80%, then 90% in
2009, in 2010, 2011 and 2012 always above 95%. This shows that the improvement of
procurement processes have a strong impact on the supply of goods for production, help
ensure the annual oil of VSP.
However, with the position secretary to the General Director, assigned to check, control
and monitor the implementation of the commercial contracts VSP, I see that the 2009
regulations still has many existences and need to be further improved to be able to both
shorten the time, ensure quality goods and competitive prices. In this research, in my
opinion, I want to rely on this regulation to analyze the existence in the process of
procurement of goods and services in the VSP, from which to propose my solutions in
continuing process improvement aimed at the biggest efficiencies for production. |
