| Abstract | Anesvad foundation is Non-Government Organization who have supported to
improvement of population’s health status in Vietnam since 1998. After having supported
to the Northern Centre, the foundation wants to move totally its granting action to North,
which is more vulnerable in the country. The research focuses on analyzing previous
performance and capacity of Anesvad, then access to new target area.
Analysis shows that the achievement of good infrastructures and enhanced capacity
for workers by the foundation in past few years is helpful for making a good quality of
healthcare services highly appreciated by governments at all levels. However, the
intervention strategy approached more curative than preventive, prioritizing to
construction and equipment to contribute a front-eye solution of better treatment service
only. The projects could be more effective if its intervention focus more on training
courses, education and communication and the sustainability and impact of projects could
be done if budget allocation is prioritized to enhance capacity for healthcare workers and
improvement of population’s awareness.
Comparison points out among regions and provinces accessed, the Northeast region
consists of the most disadvantaged provinces suffering from regular natural diseases such
as typhoon, and landslides. Moreover, the topography is very complicated; it makes
health services in these provinces less accessible. Especially, it has a high proportion of
more 70% of minority ethnicities, and GDP/capita/year and annual income of some group
is still in insufficient for food intakes. Some serious indicators such as higher rate of
maternal and infant mortality, higher rate of child malnutrition, higher rate of malaria,
lower life expectancy. However, the quality of health services in provinces in the
Northeast is very low in comparison with the other regions.
The provinces of Laocai, Caobang and Hagiang in the Northeast region are
identified to be new target area of next intervention startegy within program to improve
population’s health in the country. |
