| Abstract | Power sector reform was approved by Vietnamese Government in order to maximize
efficiency through competition, expand the mobilization of investment and provide reliable
and high quality service to consumers. Following that trend, Vietnam Electricity (EVN),
which is a vertically-integrated utility currently responsible for generation, transmission
and distribution of electricity in Vietnam has prepared a plan to restructure.
The transmission business needs restructuring to match with Power market Roadmap
through a transparent separation of Transmission, Generation and Distribution. The aim of
this study is to investigate the appropriate model for EVN power transmission sector to be
right for the first stage and ready for the last stages of power market.
A National Power Transmission Corporation (NPT) should be organized under Parent-
Child company type based on four existing Power Transmission Companies and three
Power Project Management Boards. The Parent company will have network operation and
investment functions. Subsidiary companies will be established to carry out maintenance,
testing and other auxiliary functions. The existing dependent accounting mechanism
should be replaced by an independent accounting system. The main income of the
Corporation is transmission tariff. The relationship among NPT and other companies
should be based on economic contracts and regulations of the State. |
