| Abstract | The VIUDP were implemented to improve the environment of Vientiane. This
research presents the implementation perf01mance, the operational impact and
sustainability. The evaluation was based on concept, methodology in project
management; SWOT analysis, the lessons learned from previous research in Asia and
from the project financed by ADB. The data were collected from questionnaires,
documents and by the observation on site. We found that the project even completed,
were not achieving his objective. Some work components, such as constrnction of
retarding basin, micro-finance for sanitation improvement were cancelled. The
construction and rehabilitation of roads and drainage systems were not reach with his
previous objectives. The operation and maintenance of the constructed facilities even
are inadequate; we can find the improvement of urban environment within Vientiane
Prefecture. The communication and participation of local community, the orientation
to demand-led criteria, cost recovery, choice of contractors, better project
management, and a creation a pilot area are essential for success of the project. In
order to get a fully benefit from the project, continuation for the improvement is
needed. Construction of hard components should be completed with soft components
such as campaign for sanitation, health access education, and capacity building. |
