| Abstract | This research study presents a method for calculating long run marginal electricity
generation costs base on the techniques used for long-term expansion planning for
an integrated power system in Vietnam. Using the Integrated Resource Planning
(IRP) model that is formulated as a mixed integer linear programming problem to
determine optimal generating expansion planning and annualized long run marginal
electricity generating costs for whole power system in Vietnam for the period 2003-
2017.
Long run marginal cost are calculated as incremental costs required for supplying
additional demand to each hourly demand group separately. These costs include the
present value of capacity, fuel and operation and maintenance (O&M) costs
throughout the planning horizon.
There are 22 groups of hour and an additional load of 1 % being added to the
original load curve in each hour belonging to that group for two seasons.
The results show that the costs incurred in the highest peak load period nearly
twenty two times more than in lowest off peak load. That is why many program
should be consider for implementation to solving this situation to achieve economic
efficiency goals.
The results also show the trade-off between capacity cost and the variable cost in
electricity consumption of generation in Vietnam, the more the increase in fuel cost
the less in capacity cost.
