| Abstract | This study made an attempt to assess the ex1stmg institutional coordination in
watershed management. The District Soil Conservation Office, District Line Agencies,
Non-Governmental Organizations and District Development Committee are the major
district level institutions involved in watershed management endeavors. Since 1996, Nepal
Denmark Watershed Management Project has implemented a watershed management
program in the Kumpur sub-watershed under DANIDA support. Service Centers,
community based organizations, Ward Committees and Village Development Committees
were surveyed at the local level. Institutional survey, focus group discussion, keyinformant
survey and workshop were methods employed for information collection.
DDC is the focal point for coordinated planning and implementation of the
development activities performed by various agencies in the district. However, DDC has
not been provided necessary authority to have administrative and financial control over
line agencies and other developmental agencies. DDC and VDC have close interaction
during implementation of activities. Line agencies are required to report on their activities
to DDC in every four months, and they have to take part in progress review meeting
organized by DDC. NGOs implement the plans without consulting the concerned line
agencies and DDC, and directly approach local communities for implementation of
activities. VDC has very close coordination with Ward Committees, and programs are
directly implemented by Ward Committees under its direct supervision. District Technical
Group and Field Technical Group could not coordinate planning and implementation of
watershed conservation and development activities efficiently. As a result, inter-agency
coordination for planning and implementation did not work in effective manner. The
existing coordination mechanism at the local level is just limited to compilation of sectoral
plans prepared by line agencies. However, from their experience in the project planning
and implementation, the line agencies have increasingly realized the need for coordinated
planning and implementation.
It is necessary to involve the Ward Chairperson during the sensitization period
before the formation of Community Development Groups in watershed, and all group
activities should be planned in cooperation with the concerned Village Development
Committees. NGOs should go through the planning process followed by the sectoral Plan
Formulation Committee ofDDC. DDC should formulate Master plans for their district, and
conservation and development activities should be implemented through the existing
community groups to eliminate duplication of activities and wastage of resources.
Community Development Groups should be changed into multipurpose organization for
the development of a sustainable institution. The district line agencies should be made
equally accountable to concerned ministries and local government. The District
Development Committee should be provided a block development budget according to
needs of the concerned district and resources available at the disposal of the central
government. The DDC should then allocate budget to sectoral programs prepared in
coordination with line agencies. |
