| Abstract | The problems of main change in term of social and economic conditions of displaced
people from some projects demand an immediate review of the government resettlement
process and proposals for alternatives to resettlement planning. In case of HoaBinh Dam
construction, this has required a large of number displaced households. Therefore, a
detailed study embracing socio-economic aspect must be undertaken in order to ensure
long-term economic development and sustainable development.
The main objectives of this study are to assess major changes in evacuees' socio-economic
situation and to investigate their satisfaction with their living conditions and ยท the
resettlement project.
Fieldwork was conducted when the resettlement process on going. The field survey, data
collection through interview, discussion, literature, and statistical analysis were carried out.
The findings show that, in general, the physical conditions of infrastructure, facilities, and
utilities as power supply, roads, and schools are better than the past. The compensation
given to the evacuees is used for new permanent houses and for consumer goods. But the
finding also shows that the evacuees so far have to face more problems than they received
benefits from due to lack of experiences in organization and implementation of
resettlement authorities.
The study indicates that a more integrated approach to resettlement planning was required
at HoaBinh and should be followed in other development schemes in Vietnam. A full
assessment of the needs of the people to be moved should be combined with an analysis of
resource potentials for livelihood development. In addition, the decision-maker should be
more aware about direct and indirect effects if the project implement planning is included. |
