| Abstract | The construction of dam was one component of the Nam Leuk hydroelectric power
project. The need for a larg area for water storage, created the loss of cultivated areas and
the need for relocation of people. The project authority had to find ways to mitigate this
negative impact conforming the law and policy. A resettlement and rehabilitation
program was planed and implemented.
This study describes the national policy related to the rehabilitation and compensation,
asseses the implementation of the resettlement and rehabilitation plan and document
inintial changes in the lives of the affected people.
The study found that the relocation had been implemented in accordance with people
priorities and had the compensation measures had been implemented in accordance with
national quidelines and the plan.
The study showed that relocation had mostly brought positive changes to the relocated
households. Main indications of improvement are perception among the large majority of
the resettled people that their lives have improved, increase in expenditure on education
and school attendance, healthcare, improved public health conditions, rapid increases in
crop and tree planting, improved land rights and increased landholding size, purchase
productive equipment such tractors, and imaginative plans for future improvements.
However, to help ensure further improvement in people's living condition in long term,
recommendations are given for promoting various production activities into the
resettlement program such as providing an agricultural extension service, grazing areas,
vaccination the livestock, micro finance program and appropriate vocational training. |
