| Abstract | Both hope and contemplation for the future, will mark the scene later this year when East
Timar will become the world's newest country by making the transition from a United
Nations administered ten-itory to that of full independence. After the United Nationssponsored
plebiscite in 1999 when the population of East Timar voted for independence,
the challenge facing the East Timorese and the UNTAET mission was to build a new
nation, almost from scratch. This task is still ongoing, and will be so for many years to
come.
This thesis examines the context in which the public administration emerged, but
pa1iicularly the achievements and shortcomings of the UN mission in building capacity
for the establishment of a democratic system of governance supported by an accountable
and efficient civil service. It concludes with recommendations for the future of the East
Timorese public administration after the transition to independence in May 2002. |
