| Abstract | The bilateral contract is a long-term physical contract between a buyer and a seller
for the purchase or sale of energy in bilateral market. The participants make bilateral
contracts with each other and submit the portfolio to the scheduling coordinator. The
independent system operator (ISO) will manage the congestion along with the pool
dispatch. Therefore, bilateral contracts are utilized in electricity market by providing more
flexible options for transmission access.
This thesis proposes transmission pricing for the bilateral transactions in the Thai
voluntary net pool containing a pool market and bilateral market. Each market, energy and
losses are allocated according to the market rules.
The transmission pricing comprises connection charge, transmission use of system
charge, and common service charge. These pricing scheme should follow the six principles
of transmission pricing and recover the revenue requirements, which is set by the market
regulator.
The algorithm for computing the transaction energy transfer, associated losses, and
transmission pricing for each transaction is presented. For each transaction, the
transmission losses are allocated by using the Newton-Raphson power flow equation and
transaction balance computation in order to calculate the transmission use of system
charges. The transmission charge for bilateral transactions is simulated on the EGAT 424
bus system under the actual operating conditions |
