| Abstract | The utilization of the World Bank Loan/Credit is the core issue of the cooperation
between China and the World Bank. The five themes for Bank support outlined by the
1995s CAS, as well as the CAS Progress Report of May 1998, were: macroeconomic
growth and structural reform; infrastructure development; human development and
poverty reduction; agriculture and rural development; and protecting the environment.
At the time, these themes were of high priorities for the Government and consistent with
the Bank Group's support for a broad spectrum of advisory services and a blend of IDA
and IBRD lending in the range of US$2.5-3.0 billion annually. During this period, the
Bank also decentralized responsibilities to the field office and changed the way it carried
out its activities.
Under the new environment showed above, as an important city in the southwest of
China and the important gate way connected China with Southeast Asian countries,
Kunming have wide and potential prospect to use the World Bank loan for its fmther
development.
This study intends to evaluate the two on-going World Bank Loan projects in Kunming
according to criteria of relevance of objectives, efficacy, efficiency, and institutional
development impact and human resource skill and knowledge changes result from the
project.
Then the paper tries to look into the status of the project implementation to generalize
the existing problems and challenges facing the projects. Conclusions will be drawn; and
recommendations on the technical aspect, policy and institutional design aspect will be given. |
