| Abstract | Vietnam is integrating into the global economy with a great demand of investment capital,
especially in infrastructure. The infrash·ucture in Vietnam is characterized of inadequacies of
investment capital and poor financial performance of infrash·ucture state-owned companies.
Promoting private participation in infrash·ucture is a robust policy to solve the problems. In
the light of this policy, Phu My 2.2 Power Project is the first infrastructure investn1ent which
is approved to be financed by the private sector. It is also the first competitively and
internationally bid BOT project in Vietnam.
The research highlights the project financing scheme of Phu My 2.2 as a new financing
technique in Vietnam. It also assesses the value-enhancing potential for the participants and
other partners involved. Through overall analysis including financial, economical and risk
analysis, the research considers the application of project financing technique to finance the
infrastructure and other large projects in Vietnam. It aims at encouraging the Government to
shift investment costs to private sectoi., especia lly infrastructure investments, giving a
solution to the capital shortages of the counhy. The research is also expected to help
investors have a framework of investing in large projects in Vietnam and therefore promote
private participation in infrash·ucture investments for the counhy. |
