| Abstract | In order to alleviate poverty and release the country from Least Developed
Countries' list in 2020, many development projects have been implemented to aim at
improving living conditions of poor-served population and inaccessible areas. Many
International Organizations also involve in this commitment by funding and implementing
their projects in many sectors.
This research study focuses therefore on the identification of the most critical
success factors for the development projects applicable for Laos, particularly projects
targeted at poor-served areas in various sectors in order to help project teams enhance their
performance and achieve their projects' objectives smoothly and successfully. Data was
collected by in-depth interviews with key persons working in development projects in Laos
and was gathered from other secondary sources such as books, annual reports and other
publications.
According to the result of the study, two sets of factors are identified as critical for
development projects. The first set consists of factors for project implementation success,
which include other five sub-factors such as factors related to the project, to the project
team, project stakeholders, to resource and to external environment. The second set
comprises the factors related to the project output success, which include management
skill, participation, local ownership and self-sufficiency of beneficiaries and of local
authorities in project output management, and continued support from stakeholders. The
application of this framework should be done with regards to project nature and the
adaptation to local context. |
