| Abstract | This study was carried out to assess the performance of Northern Sayaboury Rural
Development Project in terms of management and implementation, and attempts to examine
achievements and shortcomings, the effects, people's participation and satisfaction in three
villages of Lao PDR. This project was the first loan project in Laos, which has been
implemented in Northern part of Sayaboury province on the basis of decentralized system of
management. Qualitative and quantitative information were collected, in Ban Kang and Ban
Thong village, Nguen District and Ban Tean Kham village in Hongsa District, through
household survey and participatory effect assessment methods.
Economic status of the households and infrastructure development has been improved in the
project intervention areas. Weaving training becomes the most popular activity in the villages,
which has significantly contributed to the enhancement of households' income. Furthermore,
support of school, dispensary and water supply also enhance the quality of rural life. Study
shows that the degree of people's satisfaction with the project activities is quite high which
has resulted from active participation in the project. However, poor staff quality, weak
identification of target groups, prerequisite conditions and delay in the disbursement of fund
are the major short comes in the project management and implementation.
Project should be focused on the agricultural activities and prerequisite condition should be
reviewed to reach the poorest groups. Moreover project should be considered about the
sustainability of the implemented activities and their operation and maintenance. Institutional
capability of the user groups and income generation training are essential for further
improvement of rural community. Since women are the vulnerable groups in the project areas,
gender sensitive planning is essential for the augmentation of ownership in the project
activities.
Good understanding in project objectives particularly in food security and reduction of poverty
is essential for the concerning agencies and the project. They should develop planning
frameworks for the common understanding in their roles and responsibility, which leads good
coordination between the project and concerning line agencies. |
