| Abstract | Pre-project planning has a vital importance that is likely to determine the success or failure of
the project as the efforts taken in this phase greatly influence on project outcomes. Wellperformed pre-project planning can reduce project cost reduce project variability in terms of
cost, schedule and operating characteristics and increase the chance of meeting a project's
environmental and social goals. However, little emphasis has been given to the preauthorization phase of projects. For the urban development projects in Vietnam, the lack of
attention in proper process of pre-project planning results in number of them suffering from
the large changes in terms of time and cost after authorization, which adversely affect to the
achievement of project objectives. This thesis mainly emphasized on the assessment of
effectiveness and deficiencies of pre-project planning process in three major steps including
team selection, project alternative selection and development of project definition package in
new urban development project in Hanoi as well as the factors that cause those effects. The
critical attributes causing the deficiencies for the process and requiring improvement were
identified so that the recommendation for improvement can be appropriately given. Through
project documentation and interviews, the pre-project planning process was assessed based on
the pre-defined checklist and evaluation criteria. By using confirmed cause-effect checklist,
the effectiveness and deficiencies were identified though causal analysis. The interviews for
validation of findings were also conducted. |
