| Abstract | This research intends to identify black spot/length locations along the two selected
sections of National Highway in Vietnam, which pass through Cantho City center.
Additionally, this research also intends to develop the accident database management
system to assist not only to analyze but update accident data. Two years accident data
were collected from Cantho Transportation Police Department and utilized for statistical
analysis and identification of black spot locations.
In identifying the black spot locations, this study employed the Rate Quality Control
Method (RQCM). Based on the analysis results from RQCM, using two years obtained
accident data, a set of criteria was proposed by considering the frequency of statistical
accidents occurrence. Any section has a combination of minimum frequency (2_1_1_1) or
(13_0_2_ 1 l) correspond to number of accidents occurred, number of fatality, serious
injury and slight injury, respectively, is identified as either black spot or black length
depending on its section length. Similarly by the combination of minimum frequency
(6_1_1_3) used to identify an intersection as a black spot location. The results revealed
that there were fifty-five mid-block sections among ninety-three sections and five
intersections among ten intersections have been identified as black-length and black spot
locations, respectively.
In addition, this research also developed the Accident Database Management System
(ADMS) known as TGIS. The system was developed mainly for the management of
accident data purpose, so that, tools can be developed for processing and analyzing the
accident data, then helping to explore the thematic maps of identified black spot locations.
The processed data and developed tools were made available to users, especially applied in
Vietnam. The TGIS was developed by using Microsoft Visual Basic 6.0 and Structural
Que1y Language Server 2000 to design and manage database. Also, the Geographic
Information System (GIS) Map Info 7.0 software was used to assist in developing black
spot maps. |
