| Abstract | Nowadays, International Development Projects (IDP) in Laos is the most useful and
directly contributes to poverty alleviation and development of the country. The success of
these projects is one of the most important indicators in the socio-economic development
process of the country. However, there is relatively little research addressing the success
criteria and factors of the International Development Projects; especially, International
Non-Government Organizations (INGOs) development projects that play very significant
role in integrated community development in Laos. This paper reviewed the current
literatures on the success criteria (SC) and critical success factors (CSFs) in IDP
management; introduced and adopted a generic lifecycle-based framework on the success
criteria and factors for IDP developed by Khang, D.B. and Moe, T.L. 2006 in order to
assess the impacts of CSFs of INGO projects in Laos. Moreover, an overview of INGO
projects contribute to the development of the country have been drawn and a survey was
conducted to explore the appropriateness of the framework with identified the SC and
CSFs as well as assess the impacts of these factors on the projects which are appropriate
for Laos. The findings show that in order to ensure projects success, the projects' key
stakeholders need to pay more attention on effective consultations, adequate resources,
external supports and competency of project managers. The SC and CSFs identified in the
framework provides a practical monitoring, evaluating and management tool which can be
used early in the project lifecycle and can be applicable for INGO projects in Laos. As the
framework supports the whole project lifecycle, this instrument can be useful not only to
the project designers, planners and managers during the implementation, but also to the
external reviewers who are involved in the project at earlier stages in order to help project
teams enhance their performance and achieve their projects' objectives efficiently and
successfully. |
