| Abstract | This research study was conducted in two villages in Myanmar, namely Kyauk Chaung
and Yae Nauk Aing, Ngapudaw, of Ayeyarwaddy Divsion which was heavily devastated
by cyclone Nargis on May 2 and 3, 2008. The socioeconomic profile of the two villages
and the improvement on accessibility and portability of water supply after the cyclone,
are evaluated.
Pa1ticipatory approach is a rare approach in Myanmar rural water supply, which was
initiated and applied by the Myanmar Red Cross Society (MRCS) in the rehabilitation of
rural water supply during the post-cyclone period. The status and role of people
participation in the two villages was investigated throughout the decision-making,
implementation, monitoring and evaluation and operation and maintenance stages of the
project. The concept of Weighted Average Index (WAI) and Multiple Regression
Analysis were adopted to analyze the factors affecting participation. Although it created
a lot of opportunities for the villager to paiticipate and brought many social, economic
and institutional benefits, it was found that there were still some shortcomings in the
approach. This included low intensity of participation in knowledge-based activities
such as finding solution of problem and prioritization, giving training in water
management, etc. Moreover, the educational attainment and awareness on the importance
of people participation were also found to be the factors that influence people
pa1ticipation in the study area.
Based on the study, some measures to strengthen participatory approach in the two
villages are recommended such as a)the voice of the villagers should be heard, b)to have
a consensus agreement before any decision is made, c )the need of the community based
monitoring and evaluation, d) the importance of capacity building to villager and the
project staff |
