| Abstract | Equitization of the State-owned enterprises (SOEs) is a major topic and stands high on the
government's agenda at present as a precondition for further and sustainable economic
development of the country. Its implementation, however, has been slow and not effective.
Several obstacles can be cited such as lack of concrete guidance for the implementation
process, and a legal framework and a stock exchange market; SOE directors fear to lose their
positions and vested benefits; and employee resistance to change.
This research study aims at identifying the obstacles standing in the way of the equitization
process of SOEs in the Mekong Delta region through the analysis of two already equitized
enterprises. On the basis of the research findings, some recommendations for the process
improvement will be made. |
