| Abstract | Many initiatives have been tried by international agencies to stimulate small and medium
enterprise development in the Lao PDR, because the sector is believed to be the catalyst of the
market economy growth. The macroeconomic and sector policies play an important role in
economic development. Policy measures will not only affect relative factor and product prices
but can also interfere with the functioning of the market. However, much more needs to be
done at policy level to promote SME growth in the Lao PDR.
This research study identifies the government policies towards small and medium enterprises,
the problems facing the credit and non-financial support from government and nongovernment
assistance programs. Then, the nature of Lao entrepreneurs is identified as well as
the impacts of resent regional crisis on business operations.
