| Abstract | Recently, fast development of maritime transportation has been stimulated by accelerated
economic development in Asian area, while container transportation is the mainstream of
current international cargo transportation. However, increasing competition in container
business has drawn port authorities in the area great attention, especially in Taiwan where
government-operated container terminals argued by users all the time.
Therefore, requirement of high productive efficiency would be necessary to promote
competing abilities. Although traditional performance evaluation could provide specific
information of bottlenecks in operations, decision makers would like to have a comprehensive
view of assessed organizations. A tool, Data Envelopment Analysis, could help provide such
information for decision makers.
In this research, five government-operated container terminals in Taiwan are studied. It is
found that Terminal 1 of Port of Taichung performed best among assessed terminals while
Terminal 1 of Port of Keelung should be paid more attention by the management, and other
terminals operated in acceptable levels. Finally, for those relatively inefficient terminals with
lower efficiency scores, it is suggested to rent out to reduce government's financial burden. And
suggestions on achieving more efficient management are also provided. |
