| Abstract | In response to the disappointing economic performance in the early 1980s, the Lao
government started to liberalizing the economy and turned more decisively towards market-oriented policy under the system called New Economic Mechanism (NEM).
Process-wide, privatization has been implemented rather successfully; the few remaining
state-owned enterprises (SOEs) were given extended operating autonomy. They have been
exposed to new challenges and dilemmas: being profitable or divesting.
As the owner of SO Es which are the valuable assets of the country, the government and the
SOEs' management have now paid much attention to improve profitability, efficiency level
and effectiveness level by restructuring and developing human resources for long-term
business goals.
Despite the reform effo11s devoted so far, several structural bottlenecks and the deeply-rooted subsidy system continue to hamper the full development of the enterprises' human
resource potential.
Therefore, on the basis of the findings of the inte1views and survey, the study attempts to
shed light on the cm1·ent human resource development practices and problems in the SOEs.
It also provides some suggestions which help improve the efficiency and effectiveness level
of these organizations from human resource development viewpoints. |
