| Abstract | International NGOs have played an important consultant role in the development of
Cambodia since the early 1980s. They provided a variety of services but most frequently
are Technical assistants, human resource management advice and training consultating
services. Collaboration and team work are the key to success in project implementation
while government regulation, availability of equipment and the possibility to have access
to information are considered as constraints for the projects. To tackle theses problem
International NGOs, usually, review the issues with their clients, negotiate for more
alternative options or use their influence skills.
Government agencies indicated that the directors of department or committee have a great
influence on consultant selection decision. and they select consultants on the basis of the
quality of services and reputation regardless of the cost and time spent for each project.
Because of innovation needs and shortage of skilled persons in their organization,
government agencies need assistance from a variety of consultancy services but most
importantly technical services and human resources management. Their expectation from
using these services are the training of their staff and a diagnosis the critical issues related
to project implementation. |
