| Abstract | The new approach of Integrated Community Development for Conservation (ICDC),
which considers the local people as the main beneficiaries and involves in planning, decisionmaking and implementing process is very new approach in Lao PDR. This approach will be
supported to the forest policy of Government of Lao PDR, which emphasizes the integration
of resource management with rural development.
In Phou Xieng Thong Protected Area, Biodiversity Conservation Project ( BCP) and
Phou Xieng Thong Community Development for Conservation Project ( PXT-CDC) is the
first project where this approach is being developed and tested.
The study set out to see whether people's dependency on PXTPA resource, as well as
their attitude towards protected area management. The study assumed that co-management
should be the best possible solution to succeed in implementing with this approach. The study
conducted in two groups of villages in and outside protected area.
The result of the study about the direct impact quantitatively shows only significant
differences in people's dependency between inside and outside group. However, there are
some aspects qualitatively shows the differences of people's attitude in any statement
concerned with protected area management.
The study also investigated Phou Xieng Thong Protected Area Management systems.
The finding show that, people's beneficiary from the project and the role of their responsibility
are still unclear. This is a major roadblock in the co-effort of the system and people
participation in natural resources conservation. However, the findings also show some positive
aspects, which indicate possibility of co-management. |
