| Abstract | Planning is one of the primary functions of project managers to design the project
execution direction. However, quite often construction planning fail to achieve their objective
due to complexity and uncertainty characteristics of construction projects. One of the major
reasons is typical planners heuristically, intuitively, and non-structurally perform the planning
functions based on their past experience without carefully considering the reasons and relevant
information behind their judgment.
It is important, therefore, to concern the factors influencing construction schedule
during the planning stage. This study provides a concept file that identifies the factors
influencing planning processes, i.e. activity identification, activity duration estimation, activity
sequencing development, and activity resource assignment. Through discussion and analysis
of the factors using systematic diagrams and procedures the results of the planning processes
could be more reliable.
Furthermore, the administration of the influencing factors is also discussed in this
study. Firstly, the factors are classified into several groups that are facilitating contractors to
gather the types and possible sources of information. Secondly, two administration levels,
head and site office, are considered to assign the factors in specific process to the appropriate
construction personnel.
In conclusion, the concept described here is an integration of traditional scheduling
system, i.e. plan, do, check and action, and the identification, analysis and management of
influencing factors during the planning stage. These developments, when employed by
contractors, should not only reduce the uncertainty in scheduling but also result in more
reliable and practical plans that lead to the achievement of project schedule objectives. |
