| Abstract | Building and developing the foreign exchange market is one of the most important issues
in the process of economic renovation in general and financial system reform in particular
in Vietnam. Performance of the foreign exchange market affects considerably on other
operations of the economy such as inflation, foreign trade, attracting foreign investment
and so on. The State Bank of Vietnam has early recognized this importance and had
policies to form and develop the foreign exchange market since 1980s. Because of being
a new and complicated issues in Vietnam, the foreign exchange market has been
attracting a lot of concern and discussion from many researchers. However, up to now,
there has not been any research study on the current status and solutions to help the State
Bank of Vietnam to plan appropriate policies for improving and developing foreign
exchange market in Vietnam. Thus, doing a detail research study on foreign exchange
market in Vietnam is needed for policy makers now and in the future.
Firstly, this research study analyses the current status of foreign exchange market to help
the State Bank' s policy makers to evaluate its performances and have solutions for
improving and developing foreign exchange market in Vietnam in the coming years. In
analyzing the current status, this research study will concentrate on two phases of
formation and development of foreign exchange market in Vietnam. The first lasts since
Vietnam began its economic innovation (1986) until it set up the Foreign Currency
Transaction Center as a formal foreign exchange market in 1991. The second, lasting
from 1991 up to now, is the phase of improvement and development of foreign exchange
market in Vietnam.
Secondly, this research study is continued with analyzing effects of foreign exchange
market on operations of the economy in Vietnam. This part it will focus on analyzing
effects of foreign exchange policies on inflation, stability of the local currency, imports
and exports, positions of balance of trade and payment, and attracting foreign investment.
Additionally, it will also mention to hedging exchange risk in Vietnam.
Lastly, this research study recommends the targets for developing foreign exchange
market in Vietnam in the coming years and solutions to achieve these targets. |
