| Abstract | Taiwan has been confronted with many urbanization problems for its rapidly increasing
urban populations such as insufficient public facilities, traffic congestion and housing shortage.
To achieve progressive orderly urban development for a planned pattern of urban land use and
an adequate supply of urban land, the government can use the Land Readjustment (LR) and
Zone Expropriation (ZE) techniques as possible approaches. The LR technique is already
widely used to improve urban development and land supply, whereas the ZE technique is a
new technique. ZE being implemented in Taiwan as a combined compulsory land acquisition
and land development measure by government.
ZE can help government to acquire more land (60 % of a ZE project area) for government
purposes as compared to the LR technique that allows government to acquire 45 % of a LR
project area. ZE can provide both public facility land and additional building land for
government project purposes such as ' low-middle income' housing, etc.
In 1993, based on the national land policy, local governments began the 'Five Year Plan
for Implementing ZE Projects in Taiwan Province' (1993/1997). This program aimed to
develop 25 projects (total area 3,330 ha) for 'low-middle income' housing by using ZE for the
acquisition of additional land for government housing development so as to decrease the
housing shortage and to implement its housing policy. Based on the layout plans, the Program
(of 25 ZE projects) in Taiwan is financially and technically viable for local government and
economically viable for the landowners.
The present study focuses on another project, the Hsinchu County ZE project as a case
study because it is the first case of applying the 'equivalent-value land' concept for ZE and
because it was completed in 1989, it provides experience of the building development after the
project land was returned to the landowners. As it was completed seven years ago, many of the
existing landowners are different from the original landowners tlu·ough land deals and
transfers, and this blocked tracing many of the original landowners for interview. Two smaller
case studies: the Kaoshiung County and Taichung City ZE projects completed in 1993 were
also made because they were also undertaken to provide land for increased production of
governn1ent housing.
The objectives of the study are to make a comparison of the LR and ZE techniques of
urban land development in Taiwan, and to then investigate the landowners' experience and
assessment (perception) of ZE, and then recommend on measures to make the ZE technique
more acceptable to landowners. To make the comparison of the LR and ZE techniques, the
study considers the two techniques from the landowners and government sides. To investigate
the landowners' experience and assessment (perception) of ZE, the study made a field survey
of the Hsinchu County Project site to investigate the development of the returned land and to
interview the landowners on their opinions and experience. Based on the study findings and
conclusions, the recommendations suggest that the government can reduce the tax and adopt
the actual market price as the basis of their land compensation. This will encourage
landowners to accept the ZE technique as an efficient urban development technique which
allows government to acquire more land for government project purpose such as 'low-middle
income' housing. |
