| Abstract | Evaluation of the effectiveness of a settlement programme is very much
needed to assess whether the objectives of the programme have been satisfactorily
achieved. The results obtained in the study may be used as a tool in the
establishment of resettlement schemes in the future, as well as providing a
reference in generating solutions to address problems arising in such situations.
The Ban Barane defense village settlement programme established along the
Thai-Cambodian border primarily aims at keeping people along the border as an
armor, or shield, for security purposes of the country. In view thereof, the land
settlement scheme attempts to satisfy the settlers with the socio-economic life
in these defense border villages. In this effect, the programme, in coordination
with the different concerned agencies, has implemented various socio-economic
projects to provide these settlers with adequate community services and income
generating possibilities.
The results however, show that the participation and satisfaction of the
settlers in the different social development and income generating projects in
the settlement programme are very low. Non-satisfaction may lead to emigration
should the existing situation not be rectified. In the event of emigration of
settlers elsewhere, the project objectives cannot be achieved, and security along
the border areas will not be guaranteed. All these are due to shortsighted and
haphazard land settlement planning prior to the implementation of the settlement
scheme.
In this study, it is recommended that an in-house planning unit be
established in the military. It should because it is the highest authority of the
settlement, and it should take care of the planning, monitoring and evaluation.
If it is deemed necessary for security purposes to make settlers stay in the
settlement, they should be provided with adequate essential community services.
On the other hand, weak project areas should be replanned. Likewise, new projects
should consider the experience of previous plans to avoid making the same
mistakes. Furthermore, it is necessary to involve the settlers at the grass root
level in the further planning of any project to be undertaken in the settlement. |
