| Abstract | The unprecedented development of rural industry in China since the rural ref01m has
aroused great interests among the researchers to probe for this unique phenomenon. This research
can be considered as one of the endeavors in this direction. Emphasis of this study has been put
on the credit institutions (ABC, RCC, and REMS) for the rural industry development - both the
collective and private enterprises. It is ve1y interesting to compare the collective and private
enterprises in utilizing the institutional credit.
It is found out that the institutional credit is highly appreciated by the enterprises. But the
scope of services, the amount of loan and the number of enterprises which have accessed to these
services are still limited.
The collective enterprises are more favoured in their access to the institutional credit.
There exists a significant relation between the ownership pattern and the amount of loan available
for different types of enterprises. The private enterprises suffer from discrimination in many ways.
They have less accessibility to the guidance and services provided by the credit institutions.
Regarding the provision of info1mation, the role of government is much more important for the
collective enterprises, while the private enterprises rely more on the relatives on the info1mation.
Study of the enterprises perceptions on the institutional credits reveals that the procedures
for obtaining credit from these institutions are still quite cumbersome. Guarantee and mo1tgage
are required in order to access to the loan which is not so sound, resulting in restriction to the
enterprises' accessibility to the credit.
Based on the analysis, this research proposed a set of recommendations aiming to
improve the role of the credit institutions. The rural financial market should be further diversified,
which will invigorate the overall rural economy and facilitate th~ development of rural industrial
enterprises. The among of capital invested in the rural industrial enterprises should also be
increased. On the other hand, the ability of the enterprises should be enhanced not only in
mobilizing capital but also in efficiently using the capital. The procedure to access to the
institutional credit should be streamlined. It is also suggested to establish a system to evaluate the
qualification of the enterprises in accessing to the institutional credit. Discrimination against the
private enterprises should be removed. |
