| Abstract | The core area of Lalitpur Municipality has a rich historical past and
represents the embryo where from a city evolved . But over time rapid
urbanization led to t he emergence of commercial and industrial activities within
t he area. With little attention from t he authorities , t his area
soon began to deteriorate environmentally causing a severe s train on t he
infrastructure and services. Hence t he old core now faces major problems Jike
inadequate urban services that has lead to a degraded living environment.
The research study area is one of the extended integrated pilot project
area of the PCDP/UDLE and represents a typical inner city area in Lalitpur facing
the problem of deteriorating urban basic services such as water supply,
sanitation and solid waste .
This study is aimed at preparing a feasible implementation plan for t he
study area in order to upgrade the deteriorating urban basic services such as
water supply, sanitation and so l id waste management , Keeping in view the overal1
situation of the city level. The constraints , needs, preferences and priority of
the inhabitants in the present socio-economic context within the area under study
have been studied in detail . The various activities, approaches and problems and
past achievements of t he concerned organizations as wel1 as NGO' s involved in
improving the basic services has been considered.
Secondary information and data we re collected from related organizations
whereas primary data and information were collected using different techniques
i. e . observations, detail discussions, and a socio-economic survey. Collected
information and data were analyzed in both descriptive as well as quantitative
terms .
The findings of analysis have been used as a base for preparing the
out 1ine implementation plan which emphasizes on incremental improvement of the
area. This has been done by setting minimum standards , dividing the resources and
responsibilities be tween various organizations and by giving importance on
community level decisions. The out 1ine implementation plan has been divided into
three different l eve ls in order to achieves set objectives gradually. Therefore,
first level is selected for the preparation of action plan based on the criteria
that it is relatively less dependent on t he city level decisions. The financial
assessment shows that there 1ies the possibi1ity for internal subsidies and
external support f or t he improvement works . The result of the study indicates
that there is a potential for improving the urban services through stepped
implement at ion scheme with greater participation from t he community and support
from the related agencies, this process could be called "Mutual Multi Agencies
Approach" .
It is hoped t hat t he proposed act ion p l an wi11 provide a base for preparing
detailed organizational and financial plan for implementation. |
