| Abstract | An Adaptive Environmental Assessment Management type Integrated Planning model was
adapted and applied to study the Water Resources Development Planning for the South Mang
Thit area (Mekong Delta). In the application, the model simulated most of the production
activities under the effect of a proposed Water Control System for the area. Project impacts,
especially on the area environment, were also taken into account.
The model computed hydraulic conditions, land use conversions, major commodity yields
and productions at each of the subunits in the study area for various scenarios. The related
information was then summed up and analyzed by Economic Integrator Submodel to help select
development scenarios.
The proposed Water Control System was found to eliminate salinity intrusion in most of
the study area, . therefore, it would enable local inhabitants to intensively expand agricultural
activities. Besides, an appropriate development strategy was also proven to play a vital role in
the study area's development. The environment scenarios, through a ranking process, show
much advantages over the others. Environmental impacts caused by Water Control System
operation and agricultural activities were especially emphasized in the development alternative
selection, while social impacts were also paid attention to.
Although the model is found reliable and much convenient through this study, it should
be expanded to take all the production activities of the study area under consideration and then
probably prepared to adapt, as new information and insight are gained, in order to assess project
sustainability. |
