| Abstract | By the turn of the century, Dhaka city is going to fa ce a tremendous pressure of popu lation growth and a n eventual city expansi on. But reviews of past development efforts do not show any comprehensive land u se planning attempt, apart from the Master Plan of l.959 which has been obsolete long back, to cope with this situation . RAJUK, the present planning and developmen t agency for DEMA, h as a number of limitations to administer effective planning and control over such a huge area (1528 sg .km. ). So, Dhaka cily is grow ing in an uncontrolled manner mostly through private initiatives. This Study aims to strengthen the role of Dhaka City Corporation in context to urban land u se planning and management so that in future it can participate effectively to deal with local issues. The study is mainly based on secondary data, though the opinions of experts, collected through structured interviews, the experien ce and observation of the researcher has substantially supplemen ted the former. To me et the goal, first, the existing lan<l use planning system in Dhaka has been eva luat e d and assessed and found that the problem lies both within plan formulation and plan implementation process. Lack of hierarchy of plans (e.g., strategy plans, structure plans, l ocal plans etc .), lack of required steps a nd stages within existing planning system, involvement of various organizations without clear demarcation of function s , lac k of capability of RAJUK to plan and control suc h a huge area of jurisdiction, lack of power and capability of DCC, lack of political will and government control over existing institutions cause problems for planning administration . Second, various aspects of DCC has bee n evaluated and found that, at present, it lacks in a dministrative, legal, financial and technical capabilities to administer land use planning functions effectively. Third, on the basis of above assessments, it has been explored that, in future, DCC should be involve d in local land use plan preparation, implementation, development control, building control a nd s lum upgrading functions and also should facilitate the formal and informal private sector to play a g re ater role to cope with the future d emand. To strengthen the capabilities of DCC, a few guidelines has also been proposed following the method of incremental d evelopment. |
