| Abstract | It has been accepted that economic growth tal<e place through the transformation activities canied out by production systems which draw their vital nourislunent from techuology. The Development Financial Institutions can play a pivotal role to mal<e contributions for the rapid industrialization of a count1y. Unfortunately, the Development Financial Institutions in Sri Lanka still concentrate on the conventional methods for evaluating projects paying little considerations for technological aspect. This study attempts to incorporate the technological factors in evaluating projects for long- term financing, through the development of a framework. The component of technology namely, Physical facilities, Individual abilities, Documented facts and Management practices a.re tal<en as the basis of developing the framework. The proposed framework consider the two aspects of the entrepreneurs who are asking loans from the Development Financial Institutions : 1. The overall technological strength of the enterprise. 2. The deviation (Gap) of this technological strength comparing with the main competitors, indust1y leaders in the count1y and the global position in possible cases. To determine these two aspects a scoring system is introduced and a questionnaire i::; proposed to collect the necessary information for this purpose. On the basis of the scores obtained, the two aspects are divided into three category as High, Medium and Low. Finally the loan applicant is positioned in a pruticular cell of a proposed matrix which incorporated this two aspects. The bank can make the decision regarding the loan applicant ta.king this position as the basis. Since the frrunework is proposed as a starting point to consider the technological aspects there are some drawbacks and the comprehensive elements are to be included in later stages to improve the frrunework. Comparing to the sophisticated approaches the proposed methodology has certain limitations on it's usage. These limitations ru·e pointed out and suggestions are made for further work with a view towards overcoming some of these. |
