| Abstract | A person cannot live alone and a society could not develop in
isolation. People have helped each other to live since a long time
ago. A society and a nation also did the same. Development
assistance or technical assistance is one of mechanisms by which
developed countries can help developing countries. Recently, a
developing country tries to help other developing country through
technical cooperation programs. This is called Technical
Cooperation among Developing Countries (TCDC). However, it is said
that TCDC programs have contributed less to economic development of
developing countries than expected. So it is necessary for us to
find new approaches to increase efficiency and effectiveness of
TCDC programs.
This research study focuses on the development of a Technical
Cooperation (TC) Model to increase the potentials for Technical
Cooperation among Developing Countries (TCDC). This Mode l uses Korea
as the case study to illustrate how the government of a developing
country should prepare and what are the prerequisites for TCDC to
be effective. It is expected that the TC Model will greatly
contribute to close relationship among least (less) developed
countries, developing countries, and developed countries,
especially to science and technology promotion and development in
developing countries. |
