| Abstract | The performance evaluation of Thabua Irrigation System at the tail-end of the
Phitsanulok Irrigation Project in Central Plain of Thailand is conducted during the dry
season period. Water delivery system performance along the main canal is studied in terms
of its objectives of adequacy, efficiency, dependability, and equity of the delivery including
the separate contributions of the structural and management components using a simulation
model called System Management Operation (SYMO).
While it has been observed that the dry season irrigation operates below its potential
level and the water deliveries have been inadequate for the actual planted area, the overall
O&M project performance evaluation in terms of its efficiency is found very high during the
dry season. This phenomenon is due to the farmers' increasing awareness to alleviate the
problem on water scarcity and the failure of the management to implement its water
delivery policy. Moreover, due to the uncontrolled irrigation of unplanned areas, the water
delivery becomes non-dependable and non-equitable. Consequently, the inadequacy of water
delivery for the crops is mostly experienced by the tail-end planned areas.
Hence, to improve its water delivery performance during the dry season irrigation,
there must be first a practical and approved water delivery policy by both the O&M
management and the water users. The policy must be strong against unauthorized irrigation
so that the privilege of the planned areas will not be jeopardized. |
