| Abstract | The economic growth in developed as well as in developing
countries has not been able to facilitate full employment
for growing labor force. Hence, it has been realized that
employment generation should be recognized as an objective a nd in
order to achieve that objective, special employment creation
programs are emphasized. Despite the creation of special
employment , programs the problem still remains .
This study examines the suitability of self-employment
approach as a solution to t h e employment problem. The study worked
at the problem from three angles; first, the characteristics of
the unemployed and their employment preferences, second, the
nature , viability and problems of self employment projects and
third, a comparison between the unemployed and self employed .
The employment problem mainly affects the younger persons.
At that age most of them do not prefer self- employment because
they have high expectations on wage employment , wrong attitudes ,
insufficient finance to start self-employment activities and lack
required skills. Major part of the existing self-employment
projects are attractive, viable and have increased the income of
the people engaged in t he m. However , t here are many constraints
which hinder the participation of the other people who are
willing to enter self employment. The weaknesses are connected
with the existing policy environment, supporting mechanisms and
inadequacy of t he avail able markets.
For t he development of employment opportunities in
self-employment sector , changes are required in the human
resource side as well as in the existing environment connected
with self-employment. It is suggested therefore, that there
should be some motivation programs a nd skill development
programs to promote these activities. Al so it is necessary
to review the existing policy constrains on self-employment and
to improve opportunities by extending a better package
of assistance, such as easy access to credit , transfer of
appropriate technology and arranging better marketing facilities.
It is also necessary to coordinate self-employment promotion
activities to avoid duplications a nd direct people into new
innovative fields. |
