| Abstract | This stud y is a reflection of the inflexible stance against
the conventiona1 approaches of poverty measurement and seeks to
deve1op some sound ana1ytica1 and objective poverty indicators
which are easily applicable and verifiable and could be used as a
planning tool for identifying the poor. The selected indicators
would help a planner to identify the target groups for any
development intervention to alleviate poverty and to set
priorities for the rural poor in rural development planning
programmes (given the resource available ).
A derived set of relevant poverty indicators based on the
avail able literature and the perception of the people was used to
identify the poo r and extent of poverty in the study a r ea. The
identified indicators were further refined using multi variate analys is to extract critical determinants in order to obtain quick
a nd re li ab l e poverty indicators which would ensure their pragmatic
use a t the fi e l d l eve l .
The respondents were classified into three groups that is , the
very poor, the poor a nd the rich. The findings of t he study s how
that majority of t he people in the study area are poor. Using these
poverty indicators as an identifying norm, a poverty profile was
built for the randomly selected respondents in each of t he
categories to reflect the poverty problem more accurately. An
attempt was made on developing two check lists for rapid rural
appraisal to identify poverty groups in a given area which could be
used by field level staff in their programmes .
The study emphasised the need t o identify the target groups
through the selected poverty indicators that ensure maxi mum
benefits reached the poo r in order to alleviate poverty. |
