| Abstract | The Intramuros Rest oration and Development Project (IRDP)
was promulgated in the hope of resto ring the architectural remnants
of Intramuros, as well as revitalizing t his neglected innermost
co re of the City of Manila . However, no prior studies were made on
the effects and impact s of the project at every sect or that it
directly or indirectly affected. Yet the project has been going on
for the last ten years.
This study represents one of the first at tempts to
evaluate whether the project has accomplished its stated objectives
and whether it was justifiable even on a wider scope . Specific
criteria were selected, evaluated and their policy implications
identified . Secondary data we extensively used and in dilative
interviews with different sectors affected by the project served as
sources of primary da t a . The e valuation technique is an innovative
approach to evaluation - using a combination of quasi -experimental,
goa 1-based eva1uation techniques a nd t he system of scoring a nd
indexing to transform descriptive results into more precise and
calculated numerical comparisons.
The results showed that the project has been justified
and that although policy lacks , gaps a nd mi s matches were found, the
project has been desirable to all persons affected by the project , at the same time , achieving what it had earlier set forth, as an
added bonus.
La nd use a nd zoning was found to be t he weakest component
of the project a nd it i s t o this aspect that the policy
recommendations proposed by the author largely addressed. Some of
these recommendations include revising very restrictively and use
and zoning policies, reviewing those which have been outmoded and
providing what has been lacking , for example , offering incentives
to developers to hast e n development in the a rea. Recommendations
internal to the organization implementing the IRDP such as those
pertaining to administration, the core of t he project
implementation, has a ls o been made . |
