| Abstract | The problems of rural settlements related to the actual spatial development
in the Hong River delta of Vietnam have been identified critical. They are the
high population pressure , the shortage of l and resource , poor rural
infrastructure and low rural community development. The planning interventions
to overcome these problems play important role to facilitate the process of rural
development in the region. However , the actual planning spatial planning in
Vietnam revealed the in effectiveness on the process, due to its deficiencies
involved he planning method , technique sand the application at local levels .
In this regard, a feasible method for an effective spatial planning for
ruural settlements development has been identified and suggested in the study , on
the basis of t he advanced s partials planning methods and techniques, advocated by
ESCAP, FAO and other planning school s. The effectiveness of such a planning
method implies in the suggestion of appropriate planning approach, contents and
supportive techniques , as a feasible planning version for Vietnam conditions
which planners at different local level can apply t his method as an effective
tool to introduce feasible planning intervention to facilitate rural settlements
development.
An comprehensive application of the proposed planning method has been
thoroughly carried out in Cam Binh district , Hai Hung Province where the problems
related to spatial development of rural settlements have been identified,
analyzed and effective planning solutions of possible integrated planning
strategies and project s have been suggested . This provides the possibility to
in traduce the method for large application in rural development in the Hong River
delta , Vietnam. |
