| Abstract | Indonesia, like many other developing countries faces a low-cost housing problem which is either a housing quantity problem
or a housing quality problem.
Solving the problem of housing will take a long time and
requires considerable resources. Therefore, the solution can not
be provided by the government alone, but should result from the
activities of the entire society including private sector
developers.
This research study tries to see to what extent
sector developers participate in the supply of low-cost
in Indonesia, especially in Jakarta.

and fourth households in one of the housing estates.
