| Abstract | The Kuleswor Sites and Services Project, which is known as
Kuleswor Housing Project was commenced by Kathmandu Valley Town
Development Committee in 1976 and continuing. This is the pioneer
sites and services project in Nepal.
This study aims to examine the appropriateness of the
government hou sing policies and to provide policy guidelines for
improving the existing project and successful implementation of
the future sites and services projects. The views the
beneficiaries and other interest groups regarding its
implementation was also considered, in order to arrive at policy
recommendation for present and future sites and services schemes.
It also investigates the causes for the delay in the program of
the project and causes for the problems have been imaged.
The most important conclusion drawn is that the implementing
agency has failed to accomplish the objectives of the project.
Some of the main reasons for the failure as revealed by the study
are : unclear objectives of the project, delay in the proper and
timely implementation of the scheme, lack of co-ordination and
inadequacy of infrastructure and in the under representation of
target group.
The main recommendations of the study are:

the national level to investigate in detail the demand
by income groups and social and economic
