| Abstract | This study presents a comparative evaluation for technical and economic performance of
selected Asian electric utilities in terms of their production efficiency and provides a
methodological verification for Data Envelopment Analysis to measure the allocative efficiency
of the firms operating at different environments i.e. in different countries.
Using a technique of Data Envelopment Analysis pioneered by Farrell (1957), this study
resulted a hierarchy of electric utilities according to their technical as well as overall efficiency
score. Since the result of analysis depends upon the selection of input variables, technical
efficiency is measured at different forms of capacity input keeping other input the same.
Allocative and overall efficiency are measured only in the case of deflated book value for
capacity input .
This is found that utilities like TAIPOWER (Taiwan), PUB (Singapore), KEPCO (Korea)
and FEA (Fiji) were operating at the best practice frontier for all the case of technical efficiency
measurement and (PUB) Singapore for overall efficiency measurement. The amounts of input that
could be reduced at efficient operation of each utility was calculated and the reasons for
inefficiency were attempted to explore.
Besides the production efficiency, total and partial factor productivity of selected Asian
electric utilities were measured at individual utility level, at regional level and for all utilities as a
whole in order to find out the productivity growth trend in electricity sector in this region. The
affect of input growth to partial and total factor productivity is analyzed and a empirical
relationship between partial and total factor productivity is derived.
Further, the possibility of production efficiency improvement as an alternative for
reducing the environmental emission from electric sector is studied and found that significant
amounts of environmental emissions could be reduced if the technical efficiency of electric
utilities is improved. |
