| Abstract | The research explores the application of a land management approach in addressing
urban development problems in Baguio City. Using this approach, an appropriate land
management program can be fo1mulated that is unique for the city.
The research was conducted in Baguio City, a town site rese1vation in a mountainous
region 250 kilometers north of Manila. The city continues to grow outliving its status as a
vacation center and is envisioned to develop as the center of a metropolitan area embracing
its adjacent municipalities. Its development is attributed both to its status as a town site
where public lands are applied for and reserved for public needs, and to its role as a regional
center in the n01th of the Philippines.
Firstly, the existing framework that governs urban development in the city was
identified. As a town site, public lands, private lands, and government resetvations were
analyzed in te1ms of area, location, use, and the public land application process involved.
Secondly, agencies involved in urban development and their land management functions and
activities were identified. The aim is to dete1mine the steps and stages of urban development
along with the agencies involved in each step and stage.
An analysis of the existing framework identified four land management issues which
were studied. On private land development, the research shows that land subdivisions are
mainly investment initiated activities prone to land speculation owing to the status of the
city as a metropolitan center and as a popular vacation reso1t. On infrastrncture provision
and planning, the line agencies for road constrnction undertake mainly road rehabilitation
activities concentrated in the city center and they are hampered by financial constraints. On
info1mal housing settlements, the bureaucratic application process for government land is
pa11ly responsible for the emergence of these settlements which lack basic services. On plan
implementation, the city plans including the land use plans, development plan, land
use policies, and zoning ordinances, are outdated and recognize environmental protection
in conjunction with planned urban development. On the basis of these issues, a land
management program was proposed which addresses all these problems. |
