| Abstract | Land consolidation (LC) is a land management technique by
which a government agency or private association can consolidate
separate land parcels for their servicing and subdivision into an
appropriate pattern of streets, parks and sites for urban uses at
no cost to the government.
In Indonesia there are two kinds of LC projects, "basic LC"
based on National Land Agency (BPN) land objectives and "full LC"
based on both land acquisition and the construction of infrastructure. LC projects were commenced by the central government
through the BPN in 1981 and since that time 51 LC projects have
been undertaken by the government.
One of the main problems of urban development in Medan is
the unavailability of land for development which is partly caused
by lack of public infrastructure works , and government failure to
control land hoarding which has caused much vacant land to be
left unutilized within the urban areas. The government has
inadequate financing for the infrastructure investment needed to
cope up with rapid urbanization. Most of this is by unplanned and
uncontrolled urban development. The majority of urban households
are in the low income group so that only a few of them can afford
to acquire a building plot with services.
The aims of this study are to assess LC as a technique for
implementing urban development, to identify the potential of LC
to cope urban problem in Medan and to compare the LC technique
with other techniques .
The study found that the LC technique is a good one for
providing land for infrastructure at no cost to the government
but there is needed to improve the LC technique still further in
the future. |
