| Abstract | The rapidly growing metropolitan region has experienced
intensive land- use conflicts among all activities, e . g. housing,
manufacturing enterprises, agricultural land, upland forest
reserves, urban infrastructure, etc. These severe competing and
often incompatible land uses have brought about environmental
problems that can no longer be solved on an ad hoc basis . While
land use and environmental problems have spread throughout the
whole JABOTABEK region, complex patterns of responsibility among
levels of government and government agencies make (spatial)
planning, policy- making, and decision-making on land use and
environmental issues complicated and ardors .
This study is concerned with investigating possible alternative metropolitan administrative structures to provide a more
appropriate institutional framework for managing rapid urban
growth in JABOTABEK and, particularly, for dealing with land use
and environmental problems in urban fringe areas of the region.
This study established a conceptual model to identify metropolitan powers (i.e . planning, regulatory, taxation, and development powers) and necessary conditions (i.e . political will,
cooperation of all level governments and among agencies, and
public participation) needed by a metropolitan government . In
determining appropriate governmental/administrative structures
for JABOTABEK, this study developed Territorial and Functional
Model. Based on this model, there are several possible alternative administrative arrangement : (i) Fragmented Administrative
Structure, (ii) Metropolitan Council, (iii) Umbrella Advisory
Agency, (iv) Umbrella Agency/Consolidated Umbrella, and (v)
multipurpose Metropolitan Government. Subsequently, this study
analyzed the pros and cons/advantages and disadvantages of each
alternative by confronting the possible alternative structures
with (i) problems of implementation, (ii) metropolitan powers,
and (iii) JABOTABEK ' s socio-political- cultural- legal environment.
Finally, this study recommended that a further study should
be undertaken by a "governing body" to select the most appropriate administrative structure for JABOTABEK and implement the
selected alternative. |
